KYIV, Ukraine, Oct. 23, 2026 - Ukrainian officials say speed restrictions on Starshield, SpaceX's military-grade Starlink service,[1] remain in place,[2] despite President Donald Trump's statement that the service is again running at full speed.[3] The limits began on 14 October, according to Ukrainian adviser Serhii Beskrestnov,[4] capping moving Starshield terminals at about 100 mph,[5] which blocks the high-speed drones Ukraine relies on.[6][7] Accounts of who ordered it conflict. Reuters reported that the order came from inside the White House,[8] while the Wall Street Journal, citing US officials, reported on 20 October that Elon Musk ordered the slowdown.[9][10] Musk has said the US military and the President set Starshield's usage limits[11] and that the system is owned and controlled by the US government.[12] Secretary of State Marco Rubio denied that the administration ordered the restrictions,[13] White House officials told Ukraine they do not control SpaceX,[14] and Trump denied ordering them.[15] Snopes rates the claim that Trump or White House officials ordered the slowdown as unproven, because the reports rest on anonymous sources.[16][17] Trump says he contacted Musk to ask for full access for Ukraine,[18] and Senator Richard Blumenthal has announced an inquiry.[19] Earlier, President Volodymyr Zelenskyy had said the speed limits were still present.[20] On 24 October, Ukraine said the service was fully restored after more than a week of restrictions,[21] with Zelenskyy saying Starlink and Starshield now work at the speeds its forces need.[22] Musk, for his part, claimed Ukraine's military had violated Starlink's terms of service by using it for offensive drone strikes.[23] Impact Insight. Large satellite constellations now carry military traffic as well as civilian internet, and an operator can change service for a whole region with a software setting. The link to planetary defense is indirect: crowded, dual-use orbits are part of the near-Earth environment that space-safety efforts must track and manage, and who controls them is becoming a policy question as much as an engineering one.
